A letter from my electric utility with an offer,
Guaranteed Flat bill payment program !
Says my average bill is 66.66 and for 81.45 I can use all the
electricity I want, if it doesn't go over 30% more three months and a
lot of other disclaimers. I remember the gas company also offered a
locked in price for the cost of gas and gas dropped. In other words
they are trying to pass along the risk to the customers.
