Is it just the generator side breaker that has to switch the neutral?
Or does the main breaker also have to switch it?

If the generator has a grounded neutral and fault inside it could induce a
voltage into the grid's neutral to ground. This is not allowed to happen as
it could endanger a linesperson working on the HV lines. (according to some
rulemaker)
