If you are at all handy, you could put one together from
parts, check out http://www.northerntool.com/ . You
might have to have someone weld up the frame, but you
could still make it for a lot less than the Rhoades people
are asking. Love the "Hybrid" idea. The only thing is
that the OP was looking for something he could just buy.
I'd be more interested in something to make myself.

I believe it doesn't have to meet safety, and perhaps not even
emissions, standards if it is sold as a kit. That said, I wouldn't
want to bet my life taking something like that out on most streets
in Los Angeles.

It's not sold as a kit, and even kit cars must have brakes on all 4
wheels, windsheild, all highway traffic act proscribed lights, seat
belts, and a dozen other things required to pass a "safety check"

Nope! Look up Neighborhood Electrical Vehicle (NEV). NEV's are legal in
many states. Usually confined to roads posted for 45 mph or less.

I would have to skip the interstate, but such a car could easily get me to
work in a pinch.
