This story is about a third party, EDrive
www.edrivesystems.com
developing a modification of the Prius, not Toyota.

Toyota is monitoring various efforts to design a vehicle that would
charge from the electrical grid in addition to on board charging, but
does not have a published proposal.

Small devices do not have a large ability to dissipate heat. An
automobile is not a small device.
