I can't prove it, but that is certainly my strong suspicion.

I haven't seen an "honest" spammer yet, but there must actually be folks who
do business with them, or spamming would be an unprofitable venture and
probably a thing of the past.

so I don't inadvertantly give them any ad impressions.
  Going to this particular spam site, there is no text
whatsoever which, to my mind, indicates no content.

Of course, most of us probably picked up on the pattern of the original
post, which usually goes something like: "I came across this website
and ..."

A crook I would say too.  Even with as much DIY as is possible, green
power is not cheap power.  All the advice given here (on the google
site) is right I would say.
The best way you can spend your money is on energy reduction/economy.
