The ASHRAE Handbook of Fundamentals, and NREL at http://rrdec.nrel.gov .
For instance, their Solar Radiation Data Manual for Buildings says
Chattanooga, TN (near Neon John?) has Jan-Dec monthly average humidity
ratios of 0.0036, 0.0040, 0.0054, 0.0070, 0.0102, 0.0134, 0.0152, 0.0151,
0.0126, 0.0082, 0.0059, and 0.0043 pounds of water per pound of dry air.
The yearly average is 0.0087.

You might also do simple simulations using the Chattanooga TMY2 file
(WBAN No. 13882), which has hourly weather data for a typical year.
