I want to install an MR16 dimmable tracklight system. My installer found
a bulb he likes, but he is telling me the tracklights that have an
electronic ballast are most efficient, and that these require at least one
bulb to be incandescent. Can someone explain that?
Can anyone recommend a track system for dimmable MR16 LEDs that would work
well with all LED bulbs?

I have yet to encounter any dimmable system that works well with the
variable load provided by LED (or CFL) bulbs. I have one tracklight
system that has 4 LED bulbs and one halogen bulb and it has been
working well for a couple of years.

Would an electronic ballast track become reliable with all LED MR16 bulbs if
it was powered by an on / off switch instead of a dimmer?

Yes. The sensing current that leaks through a dimmer in series with bulbs
plays havoc with the ballast ignition circuits and usually makes them flash
at random. One incandescent or steady load device can absorb, pass this
trickle current through without allowing the voltage drop across the load
devices to escalate high enough to trigger bad things on sensitive bulbs.
You may find special dimmers that use a neitral in your box...assuming you
have one there, at all that will also do the job. They do not require the
trickle current to go through the loads / bulbs.
A simple switch does not have this problem. One old fashioned bulb in the
lot usually solves the dimmer problem too.
