With summer fast approaching down-under I am thinking of installing a large
blower to remove excess heat from my house.
Is it better to remove this heat (via a large fan ducted to the outside)
from the house living area or from the roof cavity?

roof cavity.
Install a PV-powered fan roof vent - e.g.
http://www.solar4u.com/sunvent.html
http://www.solardynamicsinc.com/
and make sure the roof insulation is R30 or better.

My personal experience has been that the PV roof mounted fans don't move
enough air to make a difference in attic temperature. And even less of a
difference in the living space below other than the noise from them running.
Maybe if you put 10 of them on your roof. Perhaps if you don't live in
Florida they may help.
