Is it safe to burn Peppercorn trees in a slow combustion heater?
Is this considered a hardwood?

Dunno.  Anyhow I'd be much more concerned about moisture content
and sizing of processed pieces being appropriate for use in stove.
Which means: clean, complete combustion.

Some conifers take a while to fully season & dry. In NE USA. And
then are of low enough density to burn out quickly, releasing much
less heat than a higher density fuel.
