Today, Italy had the largest power outage since the second world war.... up
to 58 million people were out of power in three countries... and it knocked
most all the power off in Italy....
This trend seems to be growing, and there should be a concerted effort by
governments to promote independent power production on an individual
level....

There is nothing stopping individuals from doing just what you suggest. Why
should the government have to promote it?
A person, for the most part can install all the different sorts (solar,
wind, diesel, propane, geothermal, water, biofuel, shit burners, whatever)
of duplicated backup power generation sources he chooses.. Have at it.
Now, for businesses, hospitals, nursing homes, transportation, governmental
facilities and such, How much duplication of T&G should we call for? Just
an economic question.. Since most if not all countries are financial
strapped already, I wouldn't think duplication of T&G would be to practical.

I think this is happening.... I have become energy independent reducing my
grid power to 1 kwh per month.... so I just thought that governments could
officially recognize that personal power production is a viable option to
the grid.... this home production of power lesses the inconvienent impact of
grid outages...

"The government could officially recognize" .... WHAT?
OK, you get a gold star.
Don't think your's or anyone elses home brew power generation system in
Texas or on the Western Grid would've help the East Coast blackout folks
this summer. Don't think that even the homebrew power people on the east
cost would've helped restore power to the blackout areas and get the
airports, communication centers, hospitals, businesses, transportation
systems, sanitation systems or anything else moving any faster .
