We have some Cars around here with a small Turbine fixed to the rear
Bumper over the Exhaust!
The drawings (of the above posted URL) don`t seem critically consistent
to warrant a Patent and
the concept is so diverse I don`t know why they even bothered?
What about noise?

You do realize that that patent violates the laws of thermo? It is
attempting to build an electric vehicle that is powered by the wind it
makes while in motion.
Of course, knowing you, you _do_ think that is possible.

I read:
" ... to supply AUXILIARY electric power to the automobile."
and
" wind powered generating system ... adapted to supply power for
recharging the batteries of an electrically driven automobile."
I would say the invention is only meant to recharge the batteries on
windy days with the car parked. There are places where there is enough
wind to keep the batteries charged for about ten miles of autonomy daily.
Think in the mountains, in the wilderness, where you haven't a socket to
insert your charging plug.

The wind drag it produces while driving will more than make up for any charging
it does to batteries, unless you almost never drive it.
