I'm not familiar with the PV market, but had a look at EBay as a lark.
I noticed that there are a number of used PV panels, this is one:

@ $175 that is near the magic dollar/watt.
So, why the used panels? Are these the same panels BP uses on the gas
pump roofs?

The output of the "45W" panels HF sells decreases with age. Mine measured
~2.8A when new, now they might do 2.0A.
They have constant current outputs which could generate 45W only into a 17V
battery. The current is the same into a 12V battery, but power is less.

You can buy brand new Evergreen 225 watt panels for a dollar a watt on
Ebay. I just bought some.

That tempts me. I could not find them though. Link?
I did see some 220 W, in quantity, going for about $1.75. And a huge
number of untabbed cells for well under $1 (~$.60).
