I think you can adapt a regular donor car with old fashioned batteries to
get you 20-30 miles

Newer batteries are coming...I hope... that could give you lots more.

And look at the hybrids they already have adapted to become plug-in hybrids.
THEY get 100+ mpg NOW and
if you drive them correctly you could in theory never need gas since they
have about 100 mile ranges on electricity in their stored packs you
recharged at home.

The problem isn't with the mechanics of this, it's the fact that all
car companies produce proprietary parts and none of them will want to
use the same charger as other car companies. Heck, it's only a fluke
of economics that current cars even use the same gasoline and even
there most gas stations have 3 grades.
