I may have an opportunity to buy a genset like this directly from the
military (different color). Just how worthwhile is it? Is it
obnoxiously loud and how hard it is to start?

My dad had one of these. Rather loud, as in I definitely needed hearing
protection when I was near it. It worked great until it broke down, then
we couldn't find a mechanic who would work on it. They said parts for
them were unobtainable. So my dad tossed it.
Finding a 24 volt battery that it uses was a real pain as well. We
eventually just ganged up a pair of car batteries that sat next to it.
That being said, you could switch it to produce single or three phase
power, couple of voltages, 50 or 60 Hz.

I think that you dad has a different unit, as this one is rope start.
