The lights flickered because there wasn't enough load on the
generator. I would guess that if you put on more load, it would've
worked fine.

then why did another (also honda engine) generator produce a clean 119v on the
same
load ?

More precise governor adjustment/control.

have no argument with your there, that is why the costco/honda is apparently a
good
engine/bad briggs&stratton electronics for the governor and I would not
recommend it
if you want steady voltage at any load using 240v connection
