FWIW
China's BYD expects to be selling their BEV, the e6, in the USA in the
next two years.

If the chinese extend their embargo of rare earth elements exports to
Japan
then Japanese BEV (e.g. the Nissan Leaf ) and hybrid production may be
curtailed.

That is schetchy.Some States, Local & City Authorizing Agencies grant
something like an easement when certain criteria is met as to how &
where the non compliant vehicle is used, regardless of DMV standard
licensing practices., which in EV and other not fully compliant
vehicles is applicable.
Like with the Segways, and Scooters, how do you license those?
It will probably evolve and become more specific with time.

At least in Florida, because of electric wheel chairs and golf carts,
any electric vehicle Segways, Scooters, bikes or what have-you that's
maximum speed is 25mph or under, is legal without license or
registration.
A state law, so who knows state-by-state.
