Most dealers have been selling at MSRP; Toyota Signature Dealers are
required to sell at MSRP or they lose the designation of being a
Signature Dealer.

Not that I know of; however, all of them have a plaque indicating that
they are.

I found this: http://www.toyota.com/html/shop/dealers/signature/index.html
but it seems none of the dealers in Seattle area are Signtature. Why in
world dealer become a signature? They would lose an opportunity to charge
over MSRP for hot cars like Prius and Highlander
