There's a discussion on this in the yahoo mailing lists. The device
charges the 12V battery. The 10% claim is not supportable based on the
information they provide.
Regardless, it is way overpriced, even if it did recharge the traction
battery.

That's my take on it, too. It would take a pretty expensive system to add
charge safely to the HV battery. And the way the Prius warms up might negate
any advantage - the battery is free to charge during the mandatory engine
warm up run.
