I take it that you wish to manually push the Prius around in the level
garage without the engine starting? If so, do this:
1 Without pressing the brake pedal, press Power twice to get IGN-ON.
2 Press the brake pedal and hold gear lever in Neutral for 2 seconds.

...it works!
...only of course it must left ign-on so it can not stay for a long time that
way.
