Well, I recently refused the swap out of my old dumb meter.
Why, because these new smart meters are locked into sell mode only.
They won't meter purchased power. Even when driving reactive loads,
which send some the power back into the grid.. (resulting in a xx%
over charge.)
The same applies for PV grid tie installations, they don't have the
proper smart meters nor infrastructure to handle them..

Old "dumb meters" are available with detents also whether mechanical or
electronic, that prevent them from going backward (receiving energy)
