In essence a non-tied inverter decides on frequency and voltage that is
will generate and phase is irrelevant.
A grid tied inverter monitors the frequency, phase and voltage of the
grid and generates power such that it feeds the grid with that power.

...and typically will not generate without the grid voltage tied in.
IOW: They do not "island" generate for saftey and they can lack the
necessary components in the control.
I have a combo unit that will do both...need batteries..the more expensive
part than grid power.
