Im working on a Solar Car project, is it possible to convert 12 to 24
volts DC, without spending a TON of money.
Found a nice schematic here, but it for 6 to 12 volt.

Yes, it is possible, but why would you want to do that? It is usually
more efficient to use a higher voltage solar PV array and battery
voltage since for the same power a smaller wire can be used due to
lower current requirements. Lower current reduces resistive losses,
cost, and the weight of copper wire. Motor efficiency is usually
better at higher voltage as well.
Solar converters ( http://www.solarconverters.com/ ) sells 12 to 24
volt converters with current ratings of up to about 10 Amps and may
have other models that can handle higher current.

Then buy yourself a Switching Converter, that does 24Vdc from a 12Vdc
source. They are out there, you just might have to Google them

Or rewire the turbine for 24 volt. Many commercial turbines have a
kit. Ours just requires a new stator.
