Can anyone comment on the solution to my project please?
Which is to provide hot water to primitive, poor people in Africa.
So I need to use the cheapest, easiest build possible.

A few question please.
1. Can I approximate a 2d parabolic mirror by cutting a pipe into 3,
lenght-wise....then coating the inside with strong tin-foil for the
mirror? I know this is not a perfect parabola, but will it work to
some extent?
2. What is the ideal proportion of thickness of black focus pipe to
the mirror pipe?
Suggestions and comments very welcome please.

Hang a black plastic bag in the sun.
A round pipe is not a parabola so it will not work very well.

What do they need the hot water for? You might look at
something like the following...

A circle is close enough to a parabola to generate a fuzzy focus.
You don't need this kind of focusing unless you want to turn it
into steam and run steam engines or melt people.
All you need to make hot water is something black, containing water,
left in the sun. If it's cold outside you can place this inside an
insulated box of some kind with a clear (preferably glass) cover.

better to slit it and attach to a simple former to get your cross section?

Is this a project you are already on, or one you hope to suply to some
aid organization?
I do not think that you need anything but a black pipe.
If you want to make it more advanced, you might go for something like
this:

My guess is that the pvc pipe would end up beeing more expensive.
I think the tin foil may quicly wear out(oxidize) and get dull.
