As everyone knows PV panels are very expensive - I would imagine around
£4000 per kw. Question: where in the world can you buy the cheapest
PV panels AND are the prices fixed? Also, who gives the best
discounts?

Used/salvaged solar panels often are bulky and heavy
because they include things like frames, optical concentrators,
and the like. The heavy mass and bulk makes shipping
problematic. Newer solar panels usually don't come with
frames, optical concentrators, and associated installation
components - so shipping mass is lighter. Most of the
surplus PV panels that I saw were too heavy to ship to
the USA east coast (where I live). Most of the surplus PV
panels I 've seen on sale are from Arizona, New Mexico,
and California Area, so if you live in that area you might
be able to purchase salvage PV system for cheaps
(e.g. $2.50/watt).

I import mine from Harbin, China. Go to www.alibaba.com and do a search
on Harbin Hopeful Star. 80 watt panels going for USD 4.05 per watt. 75
watt going for $3.75 watt. We have imported six panels and have more on
order. DHL isn't cheap but fast and realible.
