Those are in the UK. Do you know of a US dealer?

$199.99
That needs a "3D" removed from it. I've looked at that before.
I dismissed it because it said "Requires 12 volt storage battery and 300
watt power inverter", which made me think it was just three panels of
unknown manufacture. Your recommendation made me look again. It has the
controller, just not an inverter to 120vac... I wouldn't call that
"required".
Harbor Freight is a strange kind of place. Often they have tools far
cheaper than what you can get elsewhere, and with good reason. Sometimes
the cheapness doesn't matter for home use.
Some of what they have is top quality, often overpriced.
Some of what they sell is a great deal.
I have trouble distinguishing which category this falls into.
It seems pretty cheap, less than I might expect to pay for the three
panels. And it comes with the mounting frame, some sort of controller, and
a couple of lights with some wire.
This compares well with the Costco-Coleman offering:
http://www.costco.com/Browse/Product.aspx?Prodid 099458
$299, including a 140watt inverter, but no lights (or battery).

Oops.

I bought one yesterday at a local store to take a look, but I'll probably
return it. The catalog description mentions 9.7 pounds, but that's per
panel. The whole shebang weighs 33 pounds, which is a lot to mail to Niger
(USPS airmail for 10 pounds is about $45.) So I'm going to keep looking
for a 10 watt flexible panel. We recently talked about them here. Who had
the best price?

I also bought one of their $3.99 DVMs, which turned out to be defective.

A lot less. I've seen 10 W panels for $120 or so.

I see $59 13W "briefcase" panels on ebay. Anyone used 'em?
How many watts are the little panels that come with new VWs
to keep the batteries charged?
