Sounds like he has something to hide!!

Need to be very cautious buying panels made in China. There are a couple
good ones, but a lot of them won't even meet the standards to get the
states rebates in most states.

It's the state website and there is a section that has the CEC/PTC
ratings of all panels that qualify for the state rebate..
CEC is California Energy Commission
PTC is Performance Test Conditions
These show the actual performance of the panels.
