The Transcontinental Solar & Wind Gridway Act
Hello,
I have an idea I wish people to think, talk about and further develop
it into something that could benefit us greatly.

Planning for what is now known as the Dwight D. Eisenhower National
System of Interstate and Defense Highways, commonly called "The
Interstate System," began in the late 1930's. Construction began in the
late 50's. Now look what we have. A great asset vital to economic
development. And of course, power consumption along these roads is
enormous whether it be kilowatt or gasoline. Why do we continue to ship
oil in by boat at great cost of treasure and lives.

I am just one person with an idea. A seed. Please take this seed and
add to it and spread it. Let it be an "Open Source" idea. Here is the
idea. Thank you for reading it.


*The Transcontinental Solar & Wind Gridway Act*

*Definitions:

**Federal Solar & Wind Access Domain - *the totality of the national
roadway footprint regarding the view of the sun and harnessing of
vehicle air and wind currents. Currently approximately 4,000,000 miles
in length and on average 25 ft in width. Approximately 18,939 sq miles

*Transcontinental Solar & Wind Gridway -* a national solar & wind power
network of solar power producing units fixed /above/ United States
roadways attached to the top of grid matrix. A modular based wind farm
attached to the bottom of grid matrix. using a horizontal turbine
technology to capture air currents generated by vehicle traffic below.
Private sector developed and managed, the Transcontinental Solar & Wind
Gridway would be regulated and licensed by the US Department of Energy.

*Federal Solar & Wind Access License - *A license to operate a
Solar/Wind Power Company within a given subdivision of the Federal
Solar & Wind Access Domain. Only a license is required. There is no
lease or property taxes paid to exercise your Solar & Wind Access
Access Rights. If you lose your license or are out-bid upon application
for renewal, You must remove your power units from your given
subdivision's Gridway. Licensees of said Solar & Wind Gridway
subdivisions should not be allowed to own more than 3% of the total
Federal Solar Access Domain. Sale of the subdivision licenses will take
place in a public online auction format and shall expire 5 years from
date of purchase and are subject to approval and revocation by the US
Department of Energy in accordance with 14th amendment constitutional
due process and equal protection requirements.

*Solar & Wind Access Rights - *The right to view the sun in an
unobstructed manner. The right to harness the air currents generated
buy vehicle traffic. Using US Department of Energy approved Gridway
construction protocol, Solar Wind Power Companies attach Solar Units to
top of Gridway system and horizontal turbine modular units to the
bottom of Gridway system. Solar Wind Power Companies must have Federal
Solar Wind Access License.


*Objectives:*
To direct the US Department of Energy to oversee a consortium for the
purpose of developing a National set of protocols that allow redundant
interconnectivity of competing private sector developed Solar Power
Producing Units and Wind Turbine Systems for use in Transcontinental
Solar & Wind Gridway. These protocols should be developed with security
of the said Transcontinental Solar & Wind Gridway in mind. This act
also empowers the US Department of Energy to by right of eminent domain
to subdivide the Federal Solar & Wind Access Domain over every public
roadway in the United States. These subdivisions should be licensed and
regulated by US Department of Energy. This act does not allow the US
Department of Energy to license Solar & Wind Access Rights over any
land other than that of every public roadway in the United States.
Licensees of said Solar & Wind Gridway subdivisions should not be
allowed to own more than 3% of the total Federal Solar & Wind Access
Domain. Sale of the subdivision licenses will take place in a public
online auction format and shall expire 5 years from date of purchase
and are subject to approval and revocation by the US Department of
Energy in accordance with 14th amendment constitutional due process and
equal protection requirements. This act denies any federal funds from
being allocated for purpose of solar or wind energy related subsidy to
any entity unless said entity has a Federal Solar & Wind Access
License. This act appropriates 50 billion dollars over the next 5 years
for purpose of solar & wind energy related subsidies directly related
to the development of the Transcontinental Solar & Wind Gridway.
Federal Revenue received in the form of Federal Solar & Wind Access
Licenses over and above allocated solar & wind energy subsidies should
be applied directly to the Social Security Trust Fund.
