Is there a device which determines how many volts remain in a
connected 12v battery and automatically disconnects at a preset
voltage and reconnects at another preset voltage. The presets being
variable and determined by the user.
If so could you tell me what its called please.

Technically what you need is a device called a 'comparator' linked to a
relay or similar )possibly solid-state mosfet).
Let me guess, to charge a battery from a PV panel ? Are you using a
'maximum power point' controller ? If not then DO !
