Sadly PV isn't IMHO the best ( cheapest ) way to generate electricity
when grid power is available since commercial panels currently are rated
at only around 15% conversion efficiency and cost a lot.
There's been a lot of talk about cheap 'thin film' panels but these only
come in at ~ 7% conversion efficiency ( electrical output / solar power
input ) and are not in volume manufacture, nor is their long term
reliability known. Also, conversion efficiency falls at high
temperatures due to the intrinsic conduction of silicon.
Do you have any insolation figures for Dubai ( nice airport you have btw
! ) and do you need to store energy overnight ?

solar desalination you are looking at.
What sort of desalinisation? RO? evap / distillation?
