Nonono. It can work practically anywhere, eg Rochester NY in December :-)

Not so. It worked fine for me in Minnesota. I heated an uninsulated
concrete block shop building - and I can recall a lot of days when I
had to prop the door open to let heat out (with the temperature
at -30F and the wind coming from the NW at 20 - 30 mph!)

It was strictly passive.
