you mention using glass beads,

Here in the UK, in cemeteries the graves are sometimes topped with what looks
like glass gravel.
Reasonably consistent in size, about 1cm on a side. I've no idea of the cost of
this stuff but I
would imagine that it would be cheaper than beads. The irregular shape should
help the packing
density as well,

What are you using as the heat transfer fluid?

So far, I have been unable to find a suitable (cheap) product.

engine. Sorry I don't know how often.

And Engine oil.

For the stability of oil, better use special heat transfer oil, for
example Therminol 55 (Google search).

Oil will not be cheaper than glass, especially you have to replace it
every few years. That's why it is better to fill up the volum as much
as possible by glass.
