I doubt very much that this would take off, the appeal of the
lotteries to the punters that buy tickets is the possibility of becoming
extremely rich, the appeal of lotteries to the people that run them is the
very large income they generate (typically lotteries only pay out about
half of the take). Neither of these appeals exists in your scheme.
