What temperatures do I need to run radiant heat?

Brand new house, all 8" sips walls and mild climate, insulated
basement.

3 floors above an insulated garage, each around 1000 sf.  Mild, seattle
climate.


Would 110-120 degrees do the job?

Have you done heat loss calculations. At that level of insulation and the
air-tightness a SIP house can give I doubt a full heating system is needed.
Are you looking at wall panel radiators?  What form of heat source?  Natural
gas condensing boiler?  Oil boiler?  Electric. A hydronic system?  More info
required.
