I need suggestions for a controller that will sense difference between
the collector and storage and turn on the pumps. I am using an
unglazed collector from Switzerland called Energie Solaire and storage
will be large volume, around 4000 gallons to temper and probably heat
pump applications.

I don't know if this is what you are looking for but:

Differential controllers look for the difference in temperature between
your collectors and the water stored.
I would be interested in learning how your design works. I am thinking
of a similar system with lots of warm water and a fluid source heat pump.

My 500 square feet of Energie solair ES roof is unglazed and faces due
south at 23 deg pitch. We are building a 3200 square foot house out of
SIPS in Seattle.
Very mild climate, but fairly cloudy Oct-March. Lows into 30's
averages around 40's.
I have a large, heat storage of 5000 gallons. I am planning using a 3
ton heat pump for the moderate temperatures in the tank during the
winter 40-60's.
I am running 2000 feet of 1/2 pex in the tank for tempering the hot
water and summer use.
I am on the steep part of the learning curve for heat pumps and I am
trying to figure out the optimum system.
3 tons is around $2700

I have toy'd with making about a 500 gallon intermediate tank that
would have act as heat exchangers, tempering, etc.
