Actually 3 walls?  Would this work in place of double wall heat
exchanger?

No. A double-wall heat exchanger involves two walls and a space in
between them. If either side that is supposed to have fluid leaks, the
dripping from the intervening space is supposed to alert you to a
problem, and even if both sides are leaking, the fact that the space is
not pressurized should still mean that no fluid from either system is
able to pass into the other system.

Pex-Al-Pex is just a single wall tubing, from that point of view. No
matter how many layers the wall is made up of, it's one wall.
